I have never roleplayed as a villian. I know of a group that I never had the opportunity to game with whom enjoyed doing that. One fella played Venom, and the other three players each portrayed Sabretooth, Count Nefaria, and Doctor Doom with a dozen Doombots accompanying him.
Their Game Judge told me that he portrayed the Avengers with Hulk, Thor, Cap, Iron Man, Hawkeye, and Black Widow.

There are of course rules regarding the breaking of weapons or objects v. body armor. As you point out there are none regarding the destruction or weakening of armor.
If that is important to your enjoyment of the game, then, you will have to come up with a system that makes sense to you or use someone's suggestion.

Although "a rose by any other name," etc., I have replaced the terms "turns" and "rounds" with "panel groups" and "panels". I refer to a combat encounter as a "battle cycle".

I read the Dodge Revamp thread and my take away from it was that it is a variation of the Basic Roleplaying System's (Runequest, Call of Cthulu, et al,) Attack Roll v. Parry Roll or Attack Roll v. Dodge Roll.
I commiserate with the fact that in the published rules there is no instruction about shifting below Shift Zero.

Yes, you are correct that a Dodge FEAT can yield up to a 6 CS penalty but the risk is a White result. Also, to get that 6CS a character with Amazing Agility would need to roll a 91 or better (10 percent chance).

Armor, Force Fields, and Resistances are each managed differtly.
Resistance provides the hero with Rank number protection AND the Resistance Rank Power FEAT roll v. the intensity of the attack.
Ergo, True Believers, if a hero has Incredible Resistiance v. a particular attack, then they avoid damage of equal rank, but get a RED FEAT ROLL V. an attack of greater rank.

Hero Games' adaptation of Task Force Games was correct: A staggerd initiative system based upon agility and experience/power makes sense within a dramatic combat medium.

Yes. He is being toned down too much. I cannot pin it down for you yet. Perhaps some if not all published Marvel material from 2000 AD forward has been tainted.
I find solice and sense in the feats, powers and stories from the 60's to the late 90's. Something went screwy after the turn of the century.

In a more recent gaming experience with d20'ers and those who prefer defensive adjustments, I have discovered that the following formula actually works best:
Attacker's attack rank within one rank of the Defender's defense rank..... NO ADJUSTMENT.
