Agreed. Strange is dead meat IF he lets Hulk close enough in the first place to lay hand on him, or throw a nearby automobile at him. Of course, this is true if anyone fights a foe who is powerful in slugfest like the Hulk. Hulk is an Incredible fighter and a force of nature with his adrenaline surge.

Hulk v. Strange?
If Strange is stupid enough to get within a slugfest attack, and lets Hulk have the initiative, then, bye-bye Doc.
Otherwise, Hulk yells out, "HULK SMASH!!", then, what?
Strange levitates him off planet, or hits him with an Eldritch Bolt, then flys away, only to hit him again and again with magical blasts until Hulk falls unconscious.

I have my own initiative rules that I Stole/modified from the Speed Table that Hero Games stole/modified from Task Force Games.
Other than that I agree with the crux of Grubb's mechanics that, for instance, Captain America (R.I.P.. . . screw Marvel) has a 75% to 85% of successfully slugfesting an opponent regardless if they have the relflexes of Spider-Man or John Q. Public.

They do not have pre-conceived expectations of Experience v. Armor Class, therefore they do not have hang ups about the basic nuts and bolts of how the game functions when heroes and villians have a battle.

I love your enthusiasm!! I do suggest that you break the bonds of minimum ratings and embrace standard rank ratings for your characters. When Basic Revised was published, Jeff Grubb declared that the minimum point values were obsolete. Go Standard ( EX = 20, RM= 30, etc.,) is the way to go.
Permit your characters to enter your version of the Marvel Universe to have an even footing.

I have never played it that way either. Neither do I implement the step for a Pre-Action Roll. I playtested a battle using those steps after years of not even knowing they existed. I was curioius to see how it would flow.
It just didn't feel right and the rule about changing their action if they rolled a Yellow Agility FEAT really made my players wince and shake their head "no".

I permit "pushing" in my game.
The duration is during the round that the push is declared.
A character may increase his Strength or Power by one rank, but he or she automatically loses health. The amount lost is equal to one-half (round up) of the rank that the Strength or power was increased to. This health is immediately taken after the character's action.

Correct. Check your natural brain at the door. Marvelize it.
However, in the original writeup for Wolverine, the rule was that when he was hurled into someone or thing he hit with Unearthly damage.
Through the years with all of the tweaking and re-arranging of the writeup that seemed to slip through the cracks.
