I think there is a great balance to the strength and endurance design. They usually go hand in hand with each other. I don't see a need to change the current way health is created. You would have to change the way Endurance is defined or break it into Mass/density and exhaustion. If you took away the Things armor and just compared him to cap you would still see the diff. in his Mn column vs Caps. Rm. and the diff. in saves and the like. Also, when dealing with the mega tough characters thats really where you see the B/A come into play, that really is the defining principle of the mega tough Hulk,Thing and Colossus's vs the Namors,Hercules or Venoms.
I find the best way to keep to the core design of the game and keep the variety of character design is to give every hero/villian -3cs of B/A based on either Str. or End. whichever one is higher. That way it brings realizim to the fact that Spiderman w/ his In str. and end. can't be hit by a normal guy of ty. strength and take 6pts of dam. It basically says that if you can lift 10 tons over your head you have to have a dense physical structure of steel like bones and muscle tissue like rock. That gives spidey Gd protection from physical and energy attacks and takes into account the fact that window glass isn't cutting him to shreds and he can punch his fist into material less than his strengh. Also, stops a mob of 10 normal men from pummeling him to death with their bare fists. This also lets you make a fairly midsized hero and not worry about making him a rocky, steeling something because that is were the midrange and mega characters diff. It also explains why Thor and Hercules which are constintly getting pummeled and only have Ex B/A can still survive. I give them -3CS to Un end. and they each have In B/A which would explain why they don't get broken ribs and teeth missing everytime they go up against the Hulk or the Thing. I think this would let you get more out of your End. rank than eliminating Fighting and Agility which add enormous value to speed and skill on how long you can stay alive.
