I see where you are coming from. I think that the possible reason that health is determined by F+A+S+E instea of S+E is b/c it may lead to characters Dispensing with High F A abilities.

This way they are all valuable towards Health. Thus you are free to then design your character more towards how you envisioned it and not what will give you the best number of health points.

I am open to rebuttle on this statment so feel free to poke holes in what I said.
