I like to create "low-level" heroes, around 200 points. I usually give them a power boost, along with at least one limitation.
Examples:
1. Post-Cognition: (Rem).
Limitation: Character must focus for one turn to activate the power, and she is very dizzy for 10 turns afterward (-3 CS on all FEATs).
2. Darkforce Powers: Gate (Typ), Grappling Attack that drains Psyche (Ex), Emotion Control (Rem, one person at a time).
Limitation: Due to abusing this Emotion Control power in the past, character suffers following penalties while a person is under her control:
* If she orders that person to commit a crime, she loses 3X the normal karma.
* If one is knocked unconscious while under her control, she loses 25 karma.
* If one must save versus death, she loses 50 karma, assuming they fully recover.
* If they suffer a permanent injury (limb or endurance loss, etc.), she loses 100 karma.
* If there is a death, all karma, plus the first following 500 karma earned.
3. Character is engineered to have high survivability: high Endurance, increased resistance to toxins, poisons, and disease.
Limitation: Must eat every 30 minutes or start to lose 1 point of Endurance per minute, except when sleeping. While character can take a lot of abuse, he has a slight frame, meaning he can only Charge for Endurance -5CS damage.
4. High-tech character: Assorted weapons and gadgets.
Limitation Type 1: Can only operate two items at a time.
Limitation Type 2: If more than two items are used at a time, character must make yellow Reason FEAT to keep armor from shutting down next turn.
Limitation Type 3: Feedback from using certain systems simultaneously (such as flight and firing weapons) causes character to suffer 5 points of damage.
