I had one (and others) Limitation that was like a Power. I called it the Finite Power Supply
This is a Limitation that can be placed on any power, but makes the most sense on Energy Projection type powers. The idea is that the character has some limit that his/her body/equipment can only store and generate a small amount of energy upon which to draw from. When the character uses powers that draw from this source, it starts to regenerate, but at a slower rate.
To figure out the size of this "power pool" you need to give the Finite Power Supply a rank (off of Generating Primary Abilities Column 1). Take that rank and multiply it to the rank of the primary power that it effects. Take that total and divide it by 5. This number is the "power pool" that the character can draw from, with the rank of the power being the limit in that round. The character also generates the power back at the Rank of the Finite Power Supply, but only if the Primary power is not being used in that round. If the Primary Power is being used, no new energy is being generated.
example: Thunderbolt has AM(50) Electrical Generation. All of his powers are derived (Power stunts) off of the Electrical Generation, making electricity his Primary Power. He has the Finite Power Supply at RM(30), so he has a Power Pool of 300 points ( [50 x 30]/5 ). So when Thunderbolt shoots a 50 point electrical bolt, he subtracts it from the 300 pool. Since he used his powers that round, no new energy is generated. The next round, if he decides to do something that does not draw on his Electrical powers, he will regain 30 points (the Rank of the Finite Power Supply). So Thunderbolt can shoot 6 Am(50) blasts in a row before he is totally spent of energy.
Uses of powers that constitute as resting is up to the Judge whether it interrupts Power regeneration. For example, Thunderbolt uses his electrical control to try to take over a machine. Is he using his own power or the power of the machine? Does he still generate electricity or is his concentration manipulating electricity interfering with his electrical generation? These are issues for the Judge to decide. I view it if the
character's power draws from his own body, then the rule is as normal.
Manipulating outside energy sources many not drain the power, but might not gain any new energy (or half). It is case by case, but I tend to give the
characters a break. The idea of the Limitation is to keep the character from blasting a city to rubble, not leave them constantly out of energy and vulnerable.
