Ah, so last night I as the game judge have one of my mastermind's minions ( they prefer to be called minions in lieu of henchmen) evade the oncoming slugfest attack of one of the PC's characters. The PC had Incredible Fighting with a +1CS due to talent with his weapon. My minion had Good Figthing. When I matter-of-factly announced that my minion had a Good chance of avoiding being hit, the Player took exception.
I saw the wisdom in his argument. So, I applied the same statute that I had placed on the game at the beginning. . .
I agreed that the defending minion should compare his Good Fighting v. the actual Amazing Fighting of the PC. Since Good is four columns below Incredible, my minion had to take a -5CS to his evade FEAT. The Good - 5cs became NO CHANCE. That did make awfully truthful sense.
However, please note, that had the target been a villian of significance, one whose very presence is integral to the story, I would have at the the very least given him a Yellow Shift Zero (95 or better) chance to evade.
In either case, It would have been better if I had permitted the PC to roll and hope that he rolled 25 or less on d%.
For kicks I rolled the dice just to see what would have happened had I stuck with the usual evade rule. I rolled a 53. Had my minion's chance to evade remained at Good, I would have succeeded, therefore the PC would have automatically missed.
