Definitely agree that the character creation process isn't what it could be. But I think in some ways it was meant to be just a starting point. Something that Judges and Players could build on. There is even suggestion of this in the several of the core books.

The Basic Set - Campaign Book actually has nice options for players creating unique powers in the Resistances and Senses category. I've always allowed players to use that rule even when rolling characters in the other books.

With talents I will sometimes throw a little karma in the direction of a player who can define a talent to the point of it being unique in game play. Like a well written Swordsmanship talent that includes some history of the style and explanation of the movements employed. Even if it is all fabricated, it is much more interesting to play. That way two characters with Martial Arts B are not fighting in the exact same manner. When talents are rolled I consider them to be only detailing the type of talent. Everything else should be handled by the player. Although these details do not have to be put in right at the beginning. You'd never get to the actual game if that was the rule.
