Dealing with this you could always make a ruling that particular powers are vitoed.

What I did was Vito time travel powers and precognition powers. Post cognition I did allow as it was useful.

precognition I would have to place heavy limitations on this but even then this could be too much of a game breaker.

I dont have the UPB on hand at the moment so if you are able to post the details then that would help.

You could also limit regeneration in that it would kick in after the character stops taking damage or that they regen power rank number every round. This cant increase their health above the total that it is set at.

Life form creation powers I would rule that if the Hero created a life form only to send it off to die in a trap so that the trap would not harm the player or an other party member I would immediately count it as a Karma loss. That and or it temporarily reduces their health. By the same number that they used.
