in relation to the scenario that you described there was an almost identical situation in the states. A client of a Solicitor walked up and opened fire on the Solicitor. I think it was from Behind. He missed as the solicitor sensed something then moved at the appropriate moment. The gun contained blanks but blanks at point blank range can also kill.
Any way the first head shot missed. The client then went on to fire serveral more shots at the Solicitor. The Solicitor was wounded and did survive. He was bleeding from several parts of his body.
There will be documentation of other people being shot in the head and also surviving as well. Albeit not a lot of them do but they do survive none the less.
As the GM they can rule that this type of lead up to a head shot can kill outright no questions asked. (This is the GM's perogative.) Especially where:
It helps with the Plot.
It proves a point to the PC's
Sets up a lead in to an identical situation so the Players are aware.
Punishes the PC's for lack of Action.
The list could go on.
Now most PC's have body armour/ protection of one sort or another. Thus if you look at the average amount of health that the average joe has then you would see that the Weapons are more lethal. Especially if the NPC is hit by more than one Bullet.
