Yup.... That's pretty much how my Table handles Projection Attacks... But it's not an 'Absolute' House Rule... It's negotiable depending upon the Player and Character....
Characters who 'Generate' their own trajectory weapons tend to be overly ambiguous or misleading..... And 'Home Grown' Characters don't have all the Comics, Movies, Games and Multimedia to illustrate their abilities.....
The simplest form of this Rule is 'Damage' or 'Impact' is incurred through Agility or Strength... Which ever is better.... So the House Rule is not fail proof to Power hungry Players...
Example: Spider-Man has fairly low impact Web 'Missals' at EX:20 Damage... Yet, every detail in his profile suggests he can hurl these things like a Base-Ball of at least IN:40....
Under my House Rule Spider-Man can throw a Web Ball at a maximum of IN:40 impact.... (While not using Karma)
+ Agility (and maybe Fighting, but not likely): Lands the Thrown Web Ball accurately... FEAT..
+ Agility: Also defines how fast he threw it.... AM:50 Speed (1/50th of a Second) [-1SCS] to get IN:40 Armor Penetration... Since its 'Blunt' he will incur a Stun or Slam to his target..... Or at least a 'dent'
+ Strength: Defines the 'Power' behind his thrown Web Ball..... IN:40...
+ Result... A hard azz Base-Ball thrown with IN:40 Impact and Damage....
Another Example would be the Silver Surfer with his Energy based Blast.....
+ Agility (and maybe Fighting, but not likely): Lands the Thrown Blast accurately... FEAT..
+ Agility: Also defines how fast he threw it.... MN:75 Speed (1/75th of a Second) [-1SCS] to get AM:50 Armor Penetration... Since its 'Energy' he will incur a Stun, Slam, or KILL to his target.....
+ Strength: Defines the 'Power' behind his thrown Energy..... UN:100...
+ Result... A blazing fast white-hot particle beam thrown with UN:100 Impact and Damage.... It would be silly to even calculate AM:50 Armor Piercing since The Surfer can hurl UN:100 particle beams....
But in either case... Spider-Man gets his Max Damage from 'Agility' and the Surfer derives his Max Damage from 'Strength'......

Now.... Some Characters simply don't fit in this House Rule..... Cyclops is one of them; Nothing in Cyclops's FASERIP define his optic beam as MN:75 Impact and Damage...... Or being able to 'Hit' 8 Targets in a single Game Round.....
If Cyclops's optic beam was not so clearly defined in his Power Listing.... (Only listing Damage) I'd only allow Cyclops to fire at 3 Targets per Round, within his line of Sight, Based from RM:30 Agility, [-1SCS] to Damage for each additional target....... None of that 180 Degree 'Flip-Spin-Twist' non-sense...
But, I would allow Cyclops to FEAT roll on the AM:50 or MN:75 Rank.... Since he only has to 'Look' and 'Fire'...... So in this case, Cyclopes would still be able to hit 5 to 7 Targets per game round [-3SCS].... Taking him back to RM:30 'Skill' with the Weapon......
