The reason the powers in question tend raise is that what the heroes use. It unlikely that Juggernaut is going to sit down and take college courses between crimes or spend excessive amounts of time studying. Therefore his brain doesn't get that exercise it needs to improve.

To me, anything beyond the Shift stats is just semantics anyway. Its just a way to decide who's tougher, Galactus or Hate. If my players tried to fight something like that (and I'd never FORCE them to do it) they would very quickly discover what the inside of a coffin looks like. Honestly even in the comics, most characters never directly attack the cosmic entities except by suprise.

The end of Issue 11 is where that happens. They never say how they got there though. Issue 12 is out, and issue 13 is supposedly due out next month, although I'm not holding my breath. These things are as unreliable as the old Megalith comics. And drawn nearly as well.

I suspect Thor may have the dimesional door power, although they didn't show it. After all, how did they get back from the island so quickly without everyone dying? Still until they say it, you really can't give it.
As far as collosus goes, I think his strength has ben way upped in Ultimate X-Men. He's probably the second strongest character in the Ultimates Universe after Hulk

It's Strong Bad Email! Essentially the Brothers Chap created an online Flash comic site, based around a character called Homestar Runner. The villian was strong bad, and somehow they ended up writing a series of comics where he answers his email. It's really funny.
