I have to disagree. With the exception of Leto II (which I haven't read God emperor of Dune to know) All these guys are humans, and none of them are trained acrobats. If you are only comparing the characters in the Dune world your stats make some sense, but in overall Marvel sense they should have no more than excellent, except maybe reason (Alien tech) and Intuition for Paul.

Specialty powers. It's clumsy but gets the job done. I had a similar problem with martial artists who could kill a man in one hit but not be able to lift a bus.
Set punishers accuracy with a "power" or extra plus talent for accuracy and everything's ok.

UNE 125. Shift Z is not an attribute level, it's a reference column. If you want the NUMBER higher, fine, but no attribute should go above Unearthly unless you are talking something beyond the ken of normal imagining, ala Galactus, not Gladiator. I agree that some revamp work is needed, but not to the chart. Instead it needs to be done to the numbers. If they could be made to count for something then the chart - which works very well wouldn't be needed. Each rank should be assigned a range of effect, for example in strength the range they can lift. The rather than saying they could lift the next rank, say with a red the can lift 1

Consider this scenario: two characters w/ Unearthly Body Armor are duking it out in Times Square, Hurling each other through buildings and generally causing mayhem.

No. Nothing terrestrial can have a shift stat. Unearthly maybe but Shift X no. The shift levels are not meant for attributes rather when using modifiers in conjunction with unearthly. Personally I would never give anything a Shift Stat in any case. Its just a cop out to give Hulk higher strength than Thor.

Unless the 50 punch thing was defined as a super power for superman I would completely ignore it. four punches a round is more than enough. The DCU game is written to make superman Uber and he doesnt need it. Unless the Flash is also listed as having tht ability then it is also contrary to their own comics as flash has the slight edge in speed.
