I think his stats works fine with your revisions. I still think the Reason is a bit over the top, but that's a matter of personal taste. I like to keep the number of super-scientists at a manageble level, and prefers if it's one of the main schticks of the characters.
He should be totally playable though, in a tougher campaign. And quite a fun character at that.

These stats should be a bit easier to play with in a standard campaign. Now he's just a very powerful mutant.
Still, is there a reason for the very high fighting and agility, or are they just more mutant powers? They're certainly not from working out a bit with Wolverine, or from a few years of martial arts training.

I think a little more detail on what you want him to do is neccessary. The Universal Power Book divides standard Professor X-type telepathy into a number of powers. This lists some of them:

I agree that some FEAT:s are just plain impossible, Dominion, no matter what the dice rolls. However, I make exceptions even to this rule, if the Reason is truly super-human.

Pre-Crisis Kryptonian physiology makes no sense at all.
He didn't get powers from the yellow sun; he lost them from red suns. He could fly around space indefinitely. He lost half his powers from an orange sun once. That was just great!
Also, he lost his susceptibility to Kryptonite when he lost his powers. Say what?
