When I did the math, at least with your figures (2 million muties, er, sorry, mutants and 5 billion population) I came up with the same solution: 1 out of 2,500 people with some sort of mutation.
So I don't know if that's the correct calculation, but at least the math's right!

For some reason, I usually assume Chart Column 'A' maybe because it's the one closest to the old MSH RPG chart, you know, where Incredible is 10 areas, etc. Seems like a good enough chart for most "combat" powers.

I guess I'm "old fashioned" and find Ex. to be plenty strong for a normal human, even if instead of using millitary press you were using bench press. And Ex. is very, very rare in my campaign, especially for "normal humans".
