I think that's really the idea with Captain America; that he had the potential but his body was too weak to realize it until the experiment allowed him to raise his body up to the point where he could make use of his total potential. Quite the interesting concept and table, must have been quite the challenge to develop all of that but it does make for a unique take on those powers and how to express them. I do agree though that many powers are left with player/GM interaction required to install reasonable limitations and interpret things for what is and isn't plausible.

Well I've seen at least one What-If where Spider-man had extensive combat training in the martial arts (what if he'd become an entertainer instead of a crime-fighter), and I don't think it's necessary for him to have his powers neutralized in order to learn martial arts since he's more than adept at suppressing them to interact with normals. That ends up being the problem really, behaving as if the PC has no limitations at all because the power doesn't specificially list those limitations because they're so obvious. Probably have to go with Gates of What-If? as my favorite (although it does need upgraded from basic to the advanced books formatting), since I've always love what-if stories, followed by Nightmares of Futures Past (also in need of some upgrading but still love the series), and then the Cosmic trilogy to get to enjoy really cutting loose.

That really doesn't answer my question about Thor though or Asgard in general (since one doesn't have to be a deity or such to have some kind of legacy tie to Asgard), and I'm still not sure what the costs are from your wording in regards to having a unique weapon or item for the cost to have it. Charging by Material Strength for example would be prohibitively expensive.
