I use a general house rule of -2cs on Feats when one lacks the appropriate Talent for the job. Of course, when dealing with areas requiring highly specialized knowledge, as apropos to most science or tech-related Talents, lacking the necessary Talent can easily result in one simply not being able to make any sort of effective attempt...

In most cases, the -2cs works well enough, even in situations regarding folks with high Fighting (lots of inherent aptitude, quick reflexes, etc.) but no Swords Talent, facing off against someone with lower Fighting but having the appropriate Talent.
