I think that I would again have to say that I would disagree here. There are plenty of counter moves that a super powered character could use to nerf the effects of damage without adding a house rule to reduce or augment damage.

Besides you can already do this using existing game Mechanics.

You dont need to roll for damage in a slug fest. You use fighting to determine if you are successful in punching your opponent and your strength is set

You can control how mach damage you do in a punch but you dont have to roll for this.
