Here are the basic Character Creation Rules..
Rules for creating your own character:
Year is 2028
All characters will be "Legacies" I.E. characters will have a tie-in with a previous established Marvel Hero or Villian. This hero or Villian need not be currently active/alive. All characters must be from "this" reality I.E. Earth 724.
Origin: No modifications are gained by taking an Origin, though all must take one. No Dieties.
We will be using Character Points (CP) to create characters.
Initial CP points: 400
Stats (FASERIP) -
1 point per point of rank. All stats/powers must be at full rank. I.E. Ty-6, Gd-10, Ect...
Resources 1/2 point per point
GD(10) Resources cost 5 points
Popularity cost 2pts per point of Pop
Gd(10) Pop would cost 20CPs
You can not take Popularity lower then -20. Note negative Pop may cause you and the group problems.
Buying Powers:
Powers come from Players Book, UPB, and Classic Marvel Ultimate Powers List
Defensive: 5 points + 1point/point of rank
Sensory Powers (not Cosmic Awareness): 5 points + 1point/point rank
1 slot power: 10 + 1point/point rank
2 slot power: 20 + 2point/1 point rank
Power stunts: half the cost to buy it as a power..
must explain how it fits into power
Invulnerablities: 120, if Power Stunt: 60.
The following powers will be considered 2 slot powers, even though they are marked as 1 in the books.

Mimicry Powers(Animal Mimicry, Plant Mimicry, Chemical Mimicry)
Chemical Touch
Emotion Control
Telereformation
Body Transformation-Others
Power Simulation (Magickal power)
Powers not allowed:
Troubleseeker
Precognition
Death Field
Cosmic Perception
Time Travel
Super Flight
Any Power the GM determines might be unballancing.
Note: Animal Transformation from the UPB simply gives you the ability to look
like any animal, does not give you the animal's abilities.
You will need to take Animal Mimicry for this.
Animal Transformtiion from the Players Handbook grants you abilities of the
animals, but you lose all other Powers.
Talents:
Weapon/Fighting/Mental& Mystisim: 10 points, all else 5 points.
2 slot talents cost twice as much as they would if they where single talents.
You don't get bonus or penalities from Origin.
Contacts: All must be approved by GM
5 (minor):Example:Willie Lumpkin / Your Family(Middle Class)
10(moderate):Example:Local Sherrif / A NPC Super-Being (Minor Abilities)
20(major):Example:Nick Fury / Fantastic Four
Weakness (UPB) give you 50 points
Power limitations
(must be approved by the GM)
10 points for 1 slot power
Example:
Example:Telekinesis:Can only effect innorganic matter. -10pts
20 for 2 slot power.
Example:Gateway:Cost 10 HP per Use.-20pts
Points are taken from cost of power limited
Example:Telekinesis:Only effects Innorganic matter:RM
Normal cost:RM(30)+10pts=40pts
Limited Cost:Rm(30)+10pts-10pts=30pts
Minimum Cost of Power
1 Slotter 10 points
2 Slotter 20 points
Stat limitations: 10 points per Limit
(limitation put on your FASERIP - again, must be approved by GM)
Example
Bad Hearing:(Intuition Limit)-2cs to hearing Intuition Feats
Bad Heart:(End Limit):Must make End feat vs Stun any time a
physical/power Red feat is done. If End Feat roll is White, must
make a roll on the Kill chart.
History
Players will be awarded either 10, 20, or 50 extra CPs for the creation of a
history for their character.
The better it is, the more CPs awarded.
These CPs can be used in the process of building the character.
Unspent CP can be converted to Karma. 1 cp = 10 Karma
*side note: 10 Karma points: guaranteed success Endurance roll to keep from dying
