I seen rouge get slaped and punch a dozen times and not absorb someone. It seems per pwers require some type of prolonged contact. Even if its just a couple seconds. The milli seconds it takes for a slap or punch just isnt enough.

Well there are two examples are storm manipulateing atoms. Over a long stretch of time. So i think we can take that as cannon.

I know solar winds are not really weather. But if weather is the condition of an atmosphere as defined by webster.

Of couse she can create vacumes she has ultimate control over the weather and last I check weather includes air. Actually, key key point in weather is air. she can move air about as she seems fit. Also who said that her control is line of sight? Where was that ever stated? And she does not have to create one hail but 100 coming down over a small area will be enough to hit the switch.
