What if you have a PC who is a Police Sniper, and in the line of duty is ordered by his superior officer (in our hypothetical, the GM) to take out a perp - a shoot-to-kill order.

My gaming group has adopted it. We've always used fumbles and stuff in D&D, and their a lot less common in MSH (1 in 100, compared to 1 in 20), so it's not a huge nastiness, and I suppose we feel it adds to the game.

Yeah, the Doomsday Weapon/Planet Killer from the novel "Vendetta" was a newer/larger version of the one from TOS.
The backstory was that they launched the first one before completion, as The Borg were knocking on their back door.
The second one, from the novel, also contained a bunch of crystals or something that held the consciousnesses of the race that created the device.

I also recall reading something somewhere that hinted that the whale probe in Star Trek 4: The Voyage Home had some kind of relationship to The Doomsday Weapon.

Yes, but I'm looking for something for *ME* to use, not everyone else.
Whatever I saw, it consisted of a whole bunch of little tags/jpegs/whatever that were the windows, road tiles, signs, walls, etc that would make up a MSH map.
The output of the map, as it used tiles/tags no doubt gleaned from a MSH map, looked identical to an MSH map.

You can't just sell a fully armed and operational Death Star to anyone who walks up to your yard sale...
SHIELD makes a good foil for a lot of these activities - confiscation of property, or classified materials, etc.
