I think that point three breaks it. As it in part counters point 1.

Point 1 says that everyone has a cyber tolerance etc. Point 3 states that all cyber additions are treated as natural body parts.

If point 3 is trying to say that the hero/user doesnt sufer any penalties of having excessive cybernetics then it should be reworded.

This would ultimately come under the heading of altered human in the advanced rules.

From Memory I think that the UPB may also have a catagory for cybernetic hybrids.
