I'm a little confused about this question? Are you serious? Here is an explanation in generic terms.

It is a label of level (known as a Rank) in the Marvel Super Heroes Role-Playing game. Technically it is one rank above Unearthly. If it were a strength stat, it would be considered one level above Thor's strength.
It is generally not used as a set level but one achieved by a temporary bonus from a Talent or situation.

Good Explaination!! :)

I will only add one thing.. Shift column also indicates power lever beyond the understanding of most....Beginning of Cosmic level or levels beyond unearthly understanding.
