Nice, although sounds like he's got a version of the Troubleseeker power from the Ultimate Powers Book rather than separate powers of Teleportation and Precognition.
If you're using or have access to the Ultimate Powers book the healing power would either be Biophysical Control (Healing) or Biophysical Control (Regeneration), depending on whether or not the healing power can cause seriously damaged tissue or missing organs or limbs to regenerate or if it can only repair what's left (as such someone missing an arm would get the wound to heal over but wouldn't cause the missing arm to regrow).
The FASERIP is a nice range as well, giving him an excellent range of ability to deal with a variety of situations without the average GM considering him too overpowered to have in a campaign.
