ok I think that I have recieved these characters to the Unofficial Compendium of Characters. If any one else would like to submit their home brew characters then you will need to following.

Stats and history (history to be about half a page)
Picutre - This needs to be an original picture as copy right laws will be taken into consideration.
so if you hand draw or generate the image in some other way then it should be fine as long at it is an original pitcure and not a copy of an existing Comercially PUBLISHED character.
