I've always been partial to Solemon Grundy. The Riddler is a good crackpot vilian too. As for heroes, Wonder Woman, Red Tornado. RT sure beat Windshear all to hell (Wind-who?!?!).

10 - Ragman
9 - The Demon Etrigan
8 - Green Lantern [Guy Gardner] (he's the only one that would do better in Marvel with his mindset, not taking anything away from the rest of the Corps]
7 - The Question [alot of people picked him, and they were right]
6 - Black Adam [not a hero, but Marvel has always given the Egyptian Baddies their due, Apocalypse, Sphinx, Rama Tut...]
5 - Superboy [Metropolis Kid]
4 - Doctor Midnite
3 - Martian Manhunter
