Correct me if I'm wrong, but I believe there are two 4th level wizard spells (thus available to a 7th level wizard character) that can potentially one-shot even powerful foes, if they fail their saves:
Phantasmal Killer: if the target fails their save, I believe they die from fright. A large dragon or powerful archmage has good saving throws, but if they fail they're toast..

well, technically, the standard construction rules would allow you to add in all sorts of things without increasing the overall cost of the item, so long as all the added features are at least 2CS lower than the item's highest feature rank...
i.e., if powered armor's highest rank is the AM Body Armor it provides, you could add tons of stuff at RM rank or less without increasing the o

Yeah, Hallucinations and other forms of illusion planted directly in the opponent's mind are essentially telepathic/direct mental attacks, which Psyche is used to resist...
Illusion Casting and similar stuff manifested in the real world, as opposed to being all in one's mind, are more Intuition-related...

The power goes off at its stated Power Rank (Incredible in the Neural Manipulation example), *unless* the character employing the power decides to use it at a lesser rank... Thus, the defender (with Remarkable Psyche) needs a Red Feat to resist...
I've never read anything that says the effective rank of one's power is dependent upon what Color Feat one gets when using it.

I also generally use Intuition for resisting Illusions...
I also generally employ personal guidelines for making the Feat more difficult if the Illusion encompasses multiple senses (as Illusion power rank doesn't always note that the Illusion is more than visual...)

Feh.. I just give Wolvie and other folks with Adamantium laced skeletons (like Bullseye & Sabertooth in our tabletop game) a CS reduction for damage from Blunt or Force type attacks... Edged & Shooting work as per normal against 'em...
