If I am understanding your question:
If a PC uses all his/her karma to kill a person which leaves the PC with 0 Karma, Does he/she recieves a penalty for the action?
Yes. However, there is no karma to lose. In most cases, A GM would then set up a scenerio where PC is caught by Authorites and a trial for PC actions takes place. Penalties normally is left to GM descretion as far as what happ

From my view point of the fights so far,
The Avengers are getting there a**es handed to them on DC Earth. JLA is doing ok for now in the Marvel Side.
I am still waiting for the Match of the Century which has only been illustrated to us in Avengers Versus Squadron Supreme fights. Who will get the win? Knowing DC, JLA will win due to the fact that they can't write believable fights!!!

Dave,
I normally use common sense with duration.
If that doesn't work for specific powers, I use a combination of power rank of power plus Endurance of Character.
For example, a character with Unearthly self substance who is on a planet 5 light years away would get the benefits of the following for duration:

The answer is yes they loss all Karma and no depending on the type of game that is ran. This is where the GM most define how the game is being ran before events like this. BY TSR rules, any kill results in a lost of all karma(except for wolverine....wierd rule in his case due modifier rule listed below). This means any kill regardl

By the way, Cap Shield is class 1000 as well. I don't think Vibranium (unless it has been updated) is class 3000. If I am right Vibranium and Adamantium is class 1000. I doubt the combined composite is greater that the original strenghts.

This is determine by the material strength of the shield itself. CAP shield, if I remember correctly in Classic MSH, is the Adamantium/Vibranium composite shield. By TSR definition, it has a material strenght of 90 (somewhere between Monstrous and Unearthly strength).

I thought SAGA system was made due to the fact that anybody could play the RPG with a standard deck of playing cards.
Heck, I still got sample adventure where it shows you have to play this system with a deck of Bicycle playing cards.
It wasn't completely a waste of a system. Like of storytelling in the games and power were not easily done.
But it was a start.

In the second system,
The lower initiative player may make an Agility Feat role if they decide to change their mind in the action on their turn
For example,
A character with an initiative of 3 states that he is going to punch the villian in the eye on his turn.

Cap still gets his turn no matter what. Action and Initiative work like this:
For those who play actions are given before initiative rolls:(Standard Book Definition)
1. Players give action to GM
2. Roll initiative
3. Determine Initative roll from modifier

Well By Book, TSR definitions:
Wolverine does excellent damage due to the "TSR" definition of the claws. Normally damage is calculated like this:
If the material strength of the attacker weapon is greater than the body armor of defender then:
Damage = The material strength of the weapon - Material strength of body armor

Seem like this game follows WoTC rule of thumb..
To make a good card game...add dice to the game play
To make a good RPG....take away dice and add stones
To make the game survive...make the game unbalanced so that a 5 year could GM.

I have a few question about this IQ=reason and Intellegence=reason.
First, I thought the reason stat is the level of the character's comprehension of the universe around him/her. This meaning does not lend to the thought of intellect nor IQ. However, it does lend to if the character can understand what is going on and who it effect him/her and those around them. It more or less, like this:
