I use it primarily for things like power absorbtion that might reduce or eliminate it, and also resisting power control or light control powers, and substituting for Intuition in some cases, yes.

I try to keep it simple.
If they get the 1 slot Regeneration power, then I let them heal 1/10th of their power rank or End per round (round up), regardless if they're in combat or not. They can also make a FEAT roll to regrow lost limbs, etc.
If they get the 2 slot version, then I let them heal whatever their power rank (not End) score is per round, again, combat making no difference.

I'm part of the `characters basically stay the same' camp, so it rarely comes up in my game, but let's see...
Some of those powers I give ranks to- the example mentioned with circular vision being a prominent case. So, the cost would be as normal, based on the rank.
For ones that I think don't need a power rank, like water breathing, then I consider it to be Shift 0, so

I agree with Incognito- that Psyche has the capacity for being the best possible human stat. There are few things more powerful than the human spirit.
Perserverance through adversity, success after setback and setback, or even bothering to continue under unfathomable odds- wow. Splitting the atom and cloned sheep are pretty neat tricks, but I'm a heckuva lot more impressed by a lone stud

Yes, I've let a few players have Class 1000 powers or equipment (not counting the ones who took the Class 1000 invulnerability power in the advanced book).
One or two were Asgardian or Olympian, and I allowed them to have a Class 1000 material strength weapon (material str only, not damage).
Another guy had Class 1000 growth, but his str decreased, not increased, as he grew. He just wa

No matter who you are, or what you do, having a strong willpower is better than otherwise.
Fighting- I don't really need Fighting raised. If a fight comes up, I'd either be shooting the other guy or going for a grappling attack anyway. I'm not much of a striker.

I think they have more of an opportunity for heroism (as well as more excitement in general) when they have something they put at risk when they try the spectacular feats, rather than when they know that they have the fall-back to always count on.
