Power Question regarding Cyclops and Havok

Considering that both Cyclops and Havok derive their powers from the absorption of cosmic energy what exactly would their starting and current ranks be when it comes to what in a sense is their base power, namely Cosmic Energy Absorption? Also given what we see for their powers are relative to the degree of cosmic energy that they continually absorb on the Earth's surface how much would their powers be increased in space or an area with especially high levels of cosmic energy? Just what would it take to deplete them temporarily? Cyclops early on for example could end up drained and go hours or days before absorbing enough to have his Optic Blast start working again.

In regards to havok, he is indeed a battery of Cosmic Energy, and does absorb ambient amounts of said energy naturally. However this isn't done actively, and it's done a a relatively low and gradual rate. For instance, if the Silver Surfer were to fire a blast at Havok, Alex Summers would not be able to consciously absorb that energy, and instead would take damage as normal. One could argue though that Havok could eventually develop a power stunt to consciously absorb energy and convert it to empower his Plasma Blasts.

As far as Cyclops, the nature of his power has been explored a bit more than from its original origins and the current hypothesis in canon regarding his crimson energy is that it really stems from a limitless, extradimensional source. His eyes, in a sense are dimensional aperatures to this limitless source, which unleash the destructive crimson energy. So really, Cyclops doesn't absorb anything. That said, by chanelling too much energy [as shown in Civil War: X-Men] he does put his life at extreme risk, thus that could explain why his body would shut down his powers back in the day when his less experienced and teenage self couldn't handle the power his body was acting as a conduit for.

Hmmmm, well the Dimensional Aperture nature of Cyclops' eyes has been around since the old OHOTMU but he has been shown requiring ambient cosmic energy like his brother in order to supply the power he requires to access that energy realm. Plus both brothers have proven able to absorb each others attacks and go without injury and even channel that into boosted attack power (as we saw when Cyclops blasted Mr. Sinister way back in the day and left him a skeleton for a while). To do that Cyclops must also absorb cosmic energy to some extent.

I don't think we've seen many instances of others with cosmic-derived powers blasting either to be certain if they could or couldn't absorb the attacks and rechannel them. In a sense though they're similar to Superman only keyed to cosmic energy rather than solar energy and far more limited benefits from the power that they absorb.

Afraid I haven't seen that issue of Civil War, I really only got the main title and when still buying Spider-man what was covered of the CW in those titles. I can though see that pushing his powers like that however his powers are derived would be very risky and taxing. I think he was shown doing an extra-powerful optic blast during WWH: X-men. Does that mean he's up to Unearthly rank now or has he developed a Power Stunt to let him increase the rank a CS (or even 2CS) at the risk of Endurance losses and possible death?
